RSL LifeCare is preparing a long-term redevelopment of the RSL ANZAC Village in Narrabeen, with a community consultation process now underway.
Honouring the Past While Planning Ahead
RSL LifeCare has announced a decade-long plan to redevelop the RSL ANZAC Village in Narrabeen. The organisation aims to replace ageing infrastructure and provide modern housing and services tailored for veterans and seniors. The proposal seeks to preserve the site’s historical legacy while improving liveability and accessibility for current and future residents.

A Village with Deep Historical Roots
Lord Wakehurst formally opened the RSL ANZAC Village on ANZAC Day in 1939. Initially known as “The War Vets”, it was established by WWI veterans Bill Wood and Stephen Stack, with support from Legacy and the RSL. Designed by Fowell, McConnel and Mansfield, and built by A.W. Edwards, the original facility housed 100 veterans across a central building and scattered cottages.
The site, spanning more than 11 acres, was acquired by the NSW Government and Warringah Shire Council from the Wheeler family for public use, a move upheld by the High Court in 1956.
Planning a Renewed Township of Villages
RSL LifeCare is planning a complete reimagining of the Narrabeen village, with proposals including new housing, roads, pathways, and shared spaces. The new layout aims to improve connection, wellbeing, and service delivery across the site.

A formal development application is expected to be lodged by August 2025. Subject to approval, early construction is expected to commence by late 2026 or early 2027.
The planning approach draws on principles established in 2023 and includes extensive technical studies and site investigations by consultants.
Community Consultation and Participation
The consultation process is taking place from February to June 2025, including co-creation workshops, focus groups, and information hubs.
Input is currently being collected from local residents, veterans, future occupants, and the wider Narrabeen community. Submissions can be made online or in person at the Gallipoli building’s ground floor Information Hub.
Workshops and information sessions are intended to ensure community feedback helps shape both the masterplan and the development application.

Timeline and Process
Key consultation milestones include:
- Resident and veteran co-creation workshops (February to May 2025)
- Four community consultation sessions
- Resident briefing in June 2025 to present gathered feedback
- Development application submission in August 2025
Pending approval, the renewal will be delivered in stages over approximately ten years. RSL LifeCare has committed to keeping disruption minimal for existing residents throughout the process.

RSL LifeCare will provide updates through Resident Committees, the Village Voice newsletter, monthly renewal newsletters, and the dedicated Village Information Hub.
Regular forums and mailouts will support transparent communication. All feedback submitted during the engagement period will be reviewed and considered in the final planning documentation.
